Unit Mission

The Strategic Communications Planning & Advisory Unit develops and advises on strategic communications plans that align an organisation's messaging with its strategic objectives, values, and audience needs. The unit conducts audience analysis, develops messaging frameworks, and advises on the selection of channels and tactics that will most effectively communicate key messages to priority audiences — ensuring that communications are coherent, consistent, and strategically purposeful.

Key Functions

Strategic Planning

Developing strategic communications plans that define objectives, identify target audiences, establish key messages, select appropriate channels, and specify the metrics by which communications effectiveness will be measured.

Audience Analysis

Conducting in-depth audience analysis to understand the knowledge, attitudes, and behaviours of priority audiences — and to identify the messages, messengers, and channels most likely to achieve the desired communications effect.

Messaging Advisory

Advising on the development of messaging frameworks that articulate key messages clearly, consistently, and compellingly — and that can be adapted for different audiences and channels while maintaining strategic coherence.
