Unit Mission
The Rules of Engagement (ROE) Advisory & Compliance Unit provides expert advisory on the development, interpretation, and application of rules of engagement and use-of-force policies across Pacific 7.0 International's operational programmes. The unit ensures that operational activities comply with applicable international humanitarian law, human rights law, and organisational policy — and advises on the legal and ethical dimensions of complex operational decisions, including the use of force, detention, and engagement with armed actors.
Key Functions
ROE Development
Developing and reviewing rules of engagement and use-of-force policies that are legally sound, operationally workable, and aligned with Pacific 7.0 International's mandate and values — and that provide clear guidance for personnel in complex operational situations.
Legal Compliance
Advising on the application of international humanitarian law, human rights law, and organisational policy to specific operational decisions — ensuring that all activities are conducted within applicable legal and ethical boundaries.
Training & Dissemination
Developing and delivering ROE training programmes that ensure all operational personnel understand their legal obligations, the rules that govern their conduct, and the procedures for seeking clarification or reporting concerns.
