Hostile Surveillance Detection & Counter-Surveillance Unit
Detecting and disrupting adversary surveillance operations before they can be converted into attacks.
Unit Mission
The Hostile Surveillance Detection & Counter-Surveillance Unit develops and deploys surveillance detection capabilities to identify when protected individuals, facilities, or operations are under adversary observation. The unit trains surveillance detection teams, designs surveillance detection routes and programmes, and advises on counter-surveillance measures that disrupt adversary reconnaissance — providing the critical early warning that enables protective teams to intervene before a surveillance operation matures into an attack.
Key Functions
Detection Operations
Designing and conducting surveillance detection operations — including surveillance detection routes, fixed observation posts, and digital monitoring — to identify adversary surveillance activity at the earliest possible stage.
Team Training
Training surveillance detection teams to recognise and report indicators of hostile surveillance — developing the observational skills, communication protocols, and reporting procedures needed to sustain effective detection operations.
Counter-Surveillance
Advising on counter-surveillance measures that disrupt adversary reconnaissance — including route variation, pattern-of-life disruption, digital footprint reduction, and the use of decoys and deception to complicate adversary targeting.
