Unit Mission

The Civil Unrest & Political Violence Response Advisory Unit advises organisations on how to prepare for, respond to, and recover from civil unrest, political violence, and social instability. The unit provides early warning of escalating unrest, advises on protective measures for personnel and facilities, and supports the development of contingency plans that enable organisations to maintain operations or execute orderly withdrawal when the security environment deteriorates.

Key Functions

Early Warning

Monitoring political, social, and economic indicators to provide early warning of escalating civil unrest — enabling organisations to take protective measures before the situation deteriorates to the point of direct threat.

Protective Advisory

Advising on the protective measures required to safeguard personnel, facilities, and operations during civil unrest — including facility hardening, access control, personnel movement restrictions, and safe haven arrangements.

Contingency Planning

Supporting the development of contingency plans for civil unrest scenarios — including evacuation plans, hibernation protocols, and the decision criteria that trigger each response option.
