This capability group builds the community-level resilience infrastructure that determines whether neighborhoods survive systemic shocks — from natural disasters and climate events to violence, trauma, and cultural erasure. Through CERT training, local climate resilience projects, community mediation, and cultural preservation, these units ensure that communities are not just recipients of aid but active agents of their own recovery.
