Unit Mission

The Victim Identification & Biometric Referral Team identifies victims of human rights violations through biometric systems and connects them with protection and legal services — deploying biometric identification technology to identify displaced, trafficked, and stateless persons, and building the referral pathways needed to connect identified victims with the assistance they need. The team applies biometric technology, victim identification protocols, and referral system design to ensure that victims of human rights violations can be identified, registered, and connected with appropriate protection and support services.

Key Functions

Biometric Identification

Deploying biometric identification systems — using fingerprint, iris, and facial recognition technology to identify displaced, trafficked, and stateless persons and connect them with registration and protection services.

Victim Registration

Registering identified victims — collecting demographic and protection information, assessing needs, and creating the documentation needed for victims to access legal status, protection, and assistance services.

Referral Systems

Building victim referral pathways — developing and managing the referral systems that connect identified victims with legal aid, medical care, psychosocial support, and other protection services.
