Unit Mission
The Transitional Justice & Post-Conflict Accountability Team designs and supports transitional justice mechanisms — truth commissions, reparations programs, institutional reform, and reconciliation processes — that deliver truth, accountability, and healing in societies emerging from conflict and mass atrocity. The team applies transitional justice theory, comparative law, and conflict transformation to develop context-appropriate mechanisms that address the legacy of past abuses while building the foundations for sustainable peace and democratic governance.
Key Functions
Truth Commissions
Designing and supporting truth commission processes — developing mandates, operational frameworks, and victim participation mechanisms that enable truth commissions to deliver authoritative accounts of past abuses and recommendations for accountability.
Reparations Programs
Developing reparations programs for conflict victims — designing reparations frameworks, eligibility criteria, and delivery mechanisms that provide meaningful redress to victims of mass atrocity and human rights violations.
Institutional Reform
Advising on institutional reform as part of transitional justice — developing vetting processes, security sector reform programs, and judicial reform measures that prevent recurrence and build accountable institutions.
