Unit Mission
The Torture, Cruel & Inhuman Treatment Prevention Task Force prevents torture and cruel, inhuman, or degrading treatment — monitoring detention facilities, documenting torture allegations, and advocating for the accountability and systemic reforms needed to eradicate torture from state practice. The task force applies the UN Convention Against Torture, Optional Protocol mechanisms, and human rights monitoring to conduct preventive visits, investigate torture allegations, and engage states in the implementation of effective torture prevention measures.
Key Functions
Facility Monitoring
Conducting preventive monitoring of detention facilities — visiting prisons, police stations, and immigration detention centers to assess conditions, identify torture risks, and advocate for the improvements needed to prevent ill-treatment.
Allegation Investigation
Investigating torture allegations — collecting testimonies, examining physical evidence, and producing documented findings that support accountability for torture and ill-treatment by state actors.
Prevention Advisory
Advising on torture prevention systems — supporting states in implementing OPCAT obligations, developing national preventive mechanisms, and building the institutional safeguards needed to prevent torture in detention.
