Unit Mission
The Safe Migration & Anti-Refoulement Legal Strategy Advisory develops legal strategies and advocacy frameworks to prevent refoulement and protect the rights of migrants and asylum seekers at international borders. The unit applies international refugee law, human rights law, and strategic litigation to challenge unlawful border practices, develop legal arguments against refoulement, and support the legal cases of individuals facing return to persecution or serious harm.

Legal Strategy
Developing anti-refoulement legal strategies — analyzing border practices, identifying legal violations, and developing the legal arguments and advocacy frameworks needed to challenge unlawful returns and protect migrants' rights.
Strategic Litigation
Supporting strategic litigation against refoulement — preparing legal briefs, supporting individual cases, and pursuing test cases before international and regional human rights bodies that establish protective legal precedents.
Border Monitoring
Monitoring border practices for refoulement violations — deploying observers to border areas, documenting pushbacks and unlawful returns, and building the evidentiary record needed for legal challenges and advocacy.
