Unit Mission
The Geneva Convention & Rules of Engagement Analytics Unit analyzes Geneva Convention compliance and rules of engagement frameworks — providing the legal and operational analysis needed to strengthen civilian protection in armed conflict. The unit applies international humanitarian law, military law, and operational analysis to assess ROE frameworks, identify compliance gaps, and develop the legal guidance and training needed to ensure that military and security forces understand and respect their obligations under the laws of armed conflict.
Key Functions
IHL Analysis
Analyzing compliance with international humanitarian law — reviewing military operations, targeting decisions, and ROE frameworks against IHL standards to identify compliance gaps and develop recommendations for improvement.
ROE Development
Developing rules of engagement frameworks — drafting ROE that enable effective military operations while ensuring compliance with IHL and minimizing civilian harm, and advising commanders on ROE interpretation and application.
Training Programs
Delivering IHL training programs — educating military and security forces on their obligations under the Geneva Conventions, targeting law, and civilian harm mitigation to build the legal knowledge needed for compliant operations.
