Unit Mission

The Armed Conflict & Civilian Population Protection Task Force deploys field teams to active and post-conflict environments to protect civilian populations from the direct and indirect harms of armed conflict — documenting violations, advocating for civilian protection obligations, and intervening operationally to reduce civilian harm. The task force applies international humanitarian law, civilian harm mitigation, and conflict analysis to develop protection strategies that reduce civilian casualties, prevent displacement, and hold parties to conflict accountable for their obligations under the laws of war.

Key Functions

Harm Monitoring

Monitoring and documenting civilian harm in armed conflict — deploying field monitors to conflict zones to record civilian casualties, displacement, and IHL violations, building the evidentiary record needed for accountability and advocacy.

IHL Advocacy

Advocating for civilian protection obligations under international humanitarian law — engaging parties to conflict, states, and international bodies to demand compliance with IHL and accountability for civilian harm.

Protection Operations

Conducting operational protection interventions — deploying field teams to provide protective presence, facilitate civilian evacuation, and implement civilian harm mitigation measures in active conflict environments.
