Unit Mission
The Geneva Convention & Rules of Engagement Analytics Unit analyzes Geneva Convention compliance and develops rules of engagement — providing the legal analysis, ROE development expertise, and compliance monitoring needed to ensure that operations comply with Geneva Convention obligations and that rules of engagement adequately protect civilians and uphold humanitarian law. The unit applies international humanitarian law, military law, and operational analysis to develop the ROE frameworks and compliance systems that protect civilians and ensure lawful conduct of operations.
Key Functions
ROE Development
Developing rules of engagement — designing the ROE frameworks that translate Geneva Convention obligations and IHL principles into operational guidance that protects civilians and ensures lawful conduct of operations.
Compliance Analysis
Analyzing Geneva Convention compliance — reviewing operational plans, incident reports, and conduct of operations to assess compliance with Geneva Convention obligations and identify areas requiring corrective action.
Civilian Protection
Advising on civilian protection — providing the legal analysis and operational guidance needed to ensure that operations take all feasible precautions to protect civilians from the effects of hostilities.
