Mission Statement
The Torture, Cruel & Inhuman Treatment Prevention Task Force works to prevent torture and cruel, inhuman, or degrading treatment through detention facility monitoring, survivor documentation, and accountability advocacy. The unit conducts unannounced inspections of detention facilities, documents torture allegations using the Istanbul Protocol, provides rehabilitation support to survivors, and builds the accountability cases needed to prosecute perpetrators and reform abusive institutions.
Key Functions
Facility Monitoring
Conducting unannounced inspections of detention facilities — prisons, police stations, immigration detention centers, psychiatric institutions — to assess conditions and identify torture and ill-treatment.
Istanbul Protocol Documentation
Documenting torture allegations using Istanbul Protocol standards — physical and psychological examination, evidence collection, and expert reporting — producing medico-legal evidence for accountability proceedings.
Accountability Advocacy
Building accountability cases against torture perpetrators and the institutions that enable them, engaging UN treaty bodies, regional human rights courts, and national prosecutors to end impunity.
