Safe Migration & Anti-Refoulement Legal Strategy Advisory
Building legal strategies that enforce the principle of non-refoulement and protect safe migration pathways.
Mission Statement
The Safe Migration & Anti-Refoulement Legal Strategy Advisory unit develops and advances legal strategies that enforce the principle of non-refoulement — the cornerstone of international refugee law — and protect safe and regular migration pathways. The unit provides strategic litigation support, advises governments on compliant migration management frameworks, and builds the legal precedents needed to hold states accountable for refoulement violations at international and domestic courts.
Key Functions
Anti-Refoulement Litigation
Developing and supporting strategic litigation that enforces the principle of non-refoulement — bringing cases before international and regional human rights courts that establish binding precedents against unlawful returns.
Migration Legal Advisory
Advising governments on migration management frameworks that comply with international refugee and human rights law — border procedures, detention alternatives, and return programs that respect non-refoulement.
Safe Pathway Advocacy
Advocating for the expansion of safe and regular migration pathways — humanitarian visas, expanded resettlement quotas, and labor migration channels — that reduce dangerous irregular migration.
