Mission Statement
The Infrastructure Restoration & Lifeline Utilities Recovery Task Force coordinates the rapid restoration of critical lifeline infrastructure — power, water, wastewater, communications, and transportation — following major disaster events. The unit integrates engineering assessment, contractor coordination, and resource logistics to prioritize and sequence restoration activities that restore essential services to the greatest number of people in the shortest possible time.
Key Functions
Damage Assessment
Conducting rapid engineering assessments of disaster-damaged lifeline infrastructure to characterize damage, estimate restoration timelines, and prioritize repair sequences for maximum population benefit.
Restoration Coordination
Coordinating the parallel restoration of multiple lifeline systems — power, water, communications, transport — managing contractor resources, material supply chains, and inter-system dependencies.
Interim Service Provision
Establishing interim service provision — generators, water distribution points, satellite communications, emergency road clearance — to sustain essential services while permanent infrastructure is restored.
