Mission Statement
The Detention Conditions & Unlawful Imprisonment Oversight Team monitors conditions of detention and challenges unlawful imprisonment through systematic facility oversight, legal intervention, and advocacy for detention reform. The unit assesses compliance with the Nelson Mandela Rules and other international detention standards, documents conditions violations, provides legal support to unlawfully detained individuals, and advocates for the systemic reforms needed to end arbitrary and abusive detention practices.
Key Functions
Standards Compliance Assessment
Assessing detention facility compliance with the Nelson Mandela Rules, Bangkok Rules, and other international detention standards — documenting deficiencies and recommending corrective measures.
Unlawful Detention Intervention
Providing legal support and advocacy for individuals held in unlawful or arbitrary detention — habeas corpus filings, UN Working Group on Arbitrary Detention communications, and diplomatic intervention.
Detention Reform Advocacy
Advocating for systemic detention reform — reducing pre-trial detention, eliminating solitary confinement, improving conditions, and building the oversight mechanisms that prevent abuse.
