Mission Statement
The Community Stabilization & Peace Support Operations Team works in communities recovering from major disaster or conflict to rebuild social cohesion, restore essential governance functions, and address the grievances and tensions that could escalate into secondary violence. The unit integrates community engagement, conflict mediation, psychosocial support, and local governance capacity building into a holistic stabilization approach that addresses the root causes of post-disaster social breakdown.
Key Functions
Conflict Mediation
Facilitating dialogue and mediation between community groups in conflict following disaster or political violence, addressing resource competition, historical grievances, and displacement-driven tensions.
Governance Restoration
Supporting the restoration of local governance functions — community leadership, dispute resolution, service delivery — that provide the social infrastructure for community recovery and prevent power vacuums.
Psychosocial Support
Coordinating psychosocial support programs for disaster and conflict-affected communities, addressing collective trauma, grief, and the mental health impacts that undermine long-term recovery if left unaddressed.
