Mission Statement
The Community Evacuation & Transit Corridor Logistics Unit plans and executes large-scale community evacuations, managing the complex logistics of moving tens of thousands of people through limited transportation corridors under time pressure. The unit develops evacuation plans, coordinates contraflow operations, manages transportation resources for mobility-impaired residents, and operates the transit corridor logistics that sustain evacuation flow from threat zones to receiving communities.
Key Functions
Evacuation Planning
Developing comprehensive evacuation plans that address route capacity, transportation resource requirements, special needs populations, and receiving community capacity for major hazard scenarios.
Corridor Management
Managing evacuation corridor operations — contraflow implementation, fuel distribution, traffic control, and incident clearance — to maximize throughput and prevent the gridlock that traps evacuees in the threat zone.
Special Needs Evacuation
Coordinating the evacuation of transportation-disadvantaged and special needs populations — elderly, disabled, medically dependent, incarcerated — who cannot self-evacuate and require dedicated transportation resources.
