Mission Statement
The Civil Unrest Stabilization & Crowd-Dynamics Unit provides specialized advisory and operational support for managing civil unrest events — from large-scale protests and riots to post-disaster looting and civil breakdown. The unit applies crowd dynamics science and behavioral analysis to develop de-escalation-first intervention strategies that protect both public safety and civil liberties, advising law enforcement and emergency managers on crowd management approaches that minimize the risk of escalation to mass violence.

Applying crowd dynamics science and behavioral analysis to assess the composition, motivation, and escalation potential of civil unrest events, providing real-time intelligence to incident commanders.
De-escalation Advisory
Developing and advising on de-escalation strategies that address the underlying grievances driving unrest, reduce tension through communication and negotiation, and minimize the use of force.
Human Rights Monitoring
Monitoring law enforcement crowd management operations for compliance with human rights standards and use-of-force law, documenting incidents and advising on corrective measures to prevent violations.
