Mission Statement
The Armed Conflict & Civilian Population Protection Task Force deploys to active conflict zones to monitor compliance with International Humanitarian Law, document civilian harm, and coordinate protection operations that reduce civilian casualties. The unit works alongside military commanders, humanitarian actors, and civilian authorities to implement civilian harm mitigation measures, establish protected zones, and build the accountability record needed for post-conflict justice.
Key Functions
IHL Monitoring
Monitoring compliance with International Humanitarian Law in active conflict zones — tracking civilian casualty incidents, attacks on protected sites, and violations of the laws of armed conflict for accountability purposes.
Civilian Harm Mitigation
Advising military commanders and civilian authorities on civilian harm mitigation measures — target verification, proportionality assessment, precautionary measures, and civilian warning systems.
Protection Operations
Coordinating protection operations that reduce civilian exposure to violence — establishing humanitarian corridors, negotiating local ceasefires, and creating protected zones for non-combatant populations.
