Unit Mission
The Transboundary Resource Governance & Hydro-Politics Unit develops cooperative governance frameworks for shared water resources, transboundary ecosystems, and other natural resources that cross national boundaries — preventing resource conflicts and promoting equitable sharing arrangements. The unit applies international water law, hydro-political analysis, and negotiation theory to facilitate transboundary resource agreements, strengthen joint management institutions, and resolve disputes before they escalate to conflict.
Key Functions
Conflict Prevention
Assessing hydro-political conflict risks — analyzing transboundary water disputes, identifying escalation pathways, and developing diplomatic interventions that prevent resource competition from escalating to armed conflict.
Agreement Facilitation
Facilitating transboundary resource sharing agreements — supporting negotiations between riparian states, developing equitable allocation frameworks, and designing joint management institutions that maintain cooperative relationships.
Governance Strengthening
Strengthening transboundary resource governance institutions — building the technical capacity, information-sharing systems, and dispute resolution mechanisms needed for effective joint management of shared water and ecosystem resources.
