Unit Mission
The Terrorism & Homeland Defense Intelligence Policy Analytics Unit develops intelligence policy frameworks and analytical methodologies for counterterrorism and homeland defense — advancing the intelligence collection, analysis, and sharing frameworks needed to detect and disrupt terrorist threats. The unit applies intelligence studies, counterterrorism policy, and civil liberties analysis to develop intelligence frameworks that are both effective and rights-respecting, ensuring that security measures do not undermine the democratic values they are designed to protect.

Intelligence Policy
Developing intelligence policy frameworks — designing collection authorities, analytical standards, and oversight mechanisms that enable effective intelligence operations while protecting civil liberties and democratic accountability.
CT Analytics
Developing counterterrorism analytical methodologies — designing threat assessment frameworks, indicator development processes, and analytical tradecraft standards that improve the accuracy and timeliness of terrorist threat assessments.
Information Sharing
Developing intelligence sharing frameworks — designing the legal authorities, technical systems, and trust-building mechanisms needed for effective information sharing between intelligence agencies, law enforcement, and international partners.
