Unit Mission
The Satellite Dependency & Terrestrial Asset Security Research Team investigates the growing dependency of critical infrastructure on satellite systems — GPS, communications, and Earth observation — and develops policy frameworks and terrestrial backup strategies that maintain essential services when satellite systems are degraded or denied. The team applies space policy, critical infrastructure protection, and resilience engineering to assess satellite dependency risks and develop the redundancy and backup systems needed for infrastructure resilience.
Key Functions
Dependency Assessment
Assessing critical infrastructure dependency on satellite systems — mapping the GPS, communications, and Earth observation dependencies of power grids, financial systems, transportation, and other critical infrastructure.
Backup Systems
Developing terrestrial backup strategies for satellite-dependent systems — designing alternative positioning, navigation, and timing systems, and terrestrial communications backups that maintain critical services during satellite outages.
Resilience Policy
Developing space resilience policy — designing regulatory requirements, investment incentives, and international cooperation frameworks that reduce satellite dependency risks and ensure critical infrastructure can operate through space disruptions.
