Unit Mission
The Ocean Governance & Law of the Sea Enforcement Unit works to strengthen international ocean governance frameworks and support the enforcement of maritime law — addressing illegal fishing, maritime boundary disputes, and the governance gaps that allow overexploitation of marine resources. The unit engages with UNCLOS processes, regional fisheries management organizations, and coastal state authorities to advance the legal frameworks and enforcement capacity needed for sustainable ocean governance.
Key Functions
Legal Framework
Analyzing and strengthening ocean governance legal frameworks — engaging with UNCLOS processes, regional agreements, and national maritime law to identify gaps and advocate for stronger legal protections for marine resources.
IUU Fishing
Detecting and reporting illegal, unreported, and unregulated fishing — applying vessel monitoring systems, satellite surveillance, and port state control to identify IUU fishing operations and support enforcement action.
Governance Advocacy
Advocating for strengthened high seas governance — engaging with BBNJ negotiations, regional fisheries management organizations, and international maritime bodies to advance conservation and sustainable use of ocean resources beyond national jurisdiction.
