Unit Mission
The Justice, Equity & Legal System Modernization Policy Team develops policy frameworks for justice system reform and legal modernization — advancing the institutional changes needed to build equitable, accessible, and effective legal systems. The team applies comparative law, justice reform research, and institutional design to develop court modernization strategies, access to justice programs, and anti-corruption frameworks that strengthen the rule of law and ensure that legal systems serve all members of society.
Key Functions
System Reform
Developing justice system reform strategies — analyzing institutional weaknesses, designing reform programs, and advising on the sequencing and political economy of legal system modernization.
Access to Justice
Developing access to justice policy — designing legal aid systems, court simplification measures, and alternative dispute resolution frameworks that ensure legal services are accessible to all, regardless of income or social status.
Anti-Corruption
Developing anti-corruption frameworks — designing institutional safeguards, transparency requirements, and enforcement mechanisms that reduce corruption in justice systems and public institutions.
