Unit Mission
The International Narcotics & Threat Mitigation Advisory Team develops international narcotics control strategies and threat mitigation frameworks that disrupt transnational criminal networks, reduce drug supply, and address the public health dimensions of drug use. The team applies criminology, public health, and international law to develop comprehensive drug policy approaches — integrating law enforcement, demand reduction, and alternative development to address the full spectrum of narcotics-related threats.
Key Functions
Network Disruption
Analyzing transnational narcotics trafficking networks — mapping supply chains, identifying key nodes and vulnerabilities, and developing interdiction strategies that disrupt drug flows and degrade criminal organization capacity.
Alternative Development
Designing alternative development programs for drug crop-producing communities — developing sustainable livelihood alternatives that reduce dependence on illicit crop cultivation while addressing the poverty and marginalization that drive drug production.
Demand Reduction
Developing evidence-based demand reduction strategies — designing prevention, treatment, and harm reduction programs that reduce drug use and its associated harms while respecting the human rights of people who use drugs.
