Unit Mission

The Infrastructure, Energy & Environmental Policy Development Unit develops integrated policy frameworks for infrastructure investment, energy transition, and environmental protection — advancing the policy coherence needed to build sustainable, resilient, and low-carbon infrastructure systems. The unit applies infrastructure economics, energy policy, and environmental governance to develop investment frameworks, regulatory standards, and international cooperation mechanisms that accelerate the clean energy transition while ensuring infrastructure resilience.

Key Functions

Energy Policy

Developing energy transition policy frameworks — designing the regulatory standards, investment incentives, and market mechanisms needed to accelerate the deployment of clean energy while maintaining energy security and affordability.

Infrastructure Policy

Developing infrastructure investment policy — designing the governance frameworks, financing mechanisms, and resilience standards needed to build and maintain the infrastructure systems on which modern economies depend.

Environmental Regulation

Developing environmental regulatory frameworks — designing pollution standards, environmental impact assessment requirements, and enforcement mechanisms that protect environmental quality while enabling sustainable development.
