Unit Mission

The Homeland Security & Disaster Management Strategic Policy Team develops strategic policy frameworks for homeland security and disaster management — designing the institutional architectures, legal frameworks, and operational doctrines needed to protect populations from terrorism, natural disasters, and other catastrophic threats. The team applies security policy, emergency management, and resilience theory to develop comprehensive approaches that integrate prevention, preparedness, response, and recovery across government and society.

Key Functions

Security Strategy

Developing homeland security strategy — designing the threat assessment frameworks, institutional architectures, and resource allocation policies needed to protect populations from terrorism, organized crime, and other security threats.

Disaster Policy

Developing disaster management policy frameworks — designing the legal authorities, institutional responsibilities, and operational doctrines needed for effective disaster preparedness, response, and recovery across all hazard types.

Resilience Building

Developing community resilience policy — designing programs that build the social capital, local capacity, and adaptive governance needed for communities to withstand and recover from disasters and security threats.
