Unit Mission
The Geneva Convention & Rules of Engagement Analytics Unit analyzes compliance with international humanitarian law and develops rules of engagement frameworks that ensure military and security operations respect the laws of armed conflict. The unit applies IHL, military law, and operational analysis to assess compliance with Geneva Convention obligations, identify legal gaps in ROE frameworks, and develop the legal guidance and training needed to ensure that operations are conducted in accordance with international humanitarian law.
Key Functions
IHL Compliance
Assessing compliance with international humanitarian law — analyzing military operations, targeting decisions, and detention practices to identify IHL violations and develop recommendations for improved compliance.
ROE Development
Developing rules of engagement frameworks — designing ROE that operationalize IHL obligations, provide clear guidance for use of force decisions, and ensure that military operations respect the principles of distinction, proportionality, and precaution.
Legal Training
Developing IHL training programs — designing pre-deployment training, scenario-based exercises, and legal advisory systems that build the IHL knowledge and judgment needed for compliant military operations.
