Unit Mission
The Counterterrorism & Countering Violent Extremism Strategy Team develops comprehensive counterterrorism strategies and countering violent extremism programs that address both the immediate threat of terrorism and its underlying drivers. The team applies terrorism studies, radicalization research, and security sector reform to develop approaches that disrupt terrorist operations, prevent radicalization, and build community resilience — while ensuring that counterterrorism measures respect human rights and do not inadvertently fuel the grievances that drive extremism.
Key Functions
Strategy Development
Developing comprehensive counterterrorism strategies — integrating law enforcement, intelligence, military, diplomatic, and development tools into coherent approaches that disrupt terrorist organizations while addressing the conditions that enable their recruitment.
CVE Programming
Designing and evaluating countering violent extremism programs — developing community-based interventions, counter-narrative campaigns, and social services that prevent radicalization and support disengagement from extremist movements.
Rights Compliance
Ensuring counterterrorism measures respect human rights — analyzing the human rights implications of CT policies, advocating for rights-compliant approaches, and developing frameworks that prevent CT measures from fueling the grievances that drive extremism.
