Black-Swan Event & Existential Risk Analysis Task Force

Analyzing low-probability, high-consequence risks and developing policy frameworks for existential risk governance.

Unit Mission

The Black-Swan Event & Existential Risk Analysis Task Force investigates low-probability, high-consequence risks — pandemic X, asteroid impact, supervolcanic eruption, artificial general intelligence misalignment, and other existential and civilizational threats — and develops policy frameworks for existential risk governance. The task force applies risk analysis, futures studies, and catastrophic risk management to characterize existential risks, assess their probability and impact, and develop the international governance frameworks and preparedness investments needed to reduce humanity's exposure to catastrophic outcomes.

Key Functions

Risk Assessment

Conducting existential risk assessments — characterizing the probability, impact, and tractability of catastrophic risks including pandemic X, nuclear war, climate tipping points, and advanced AI misalignment to prioritize governance investment.

Scenario Development

Developing black-swan scenarios — constructing detailed narratives of low-probability, high-consequence events to stress-test governance systems, identify preparedness gaps, and develop response frameworks for unprecedented crises.

Governance Frameworks

Developing existential risk governance frameworks — designing the international institutions, early warning systems, and preparedness investments needed to reduce humanity's exposure to catastrophic and existential risks.

Operational Capabilities

Existential risk assessment
Black-swan scenario development
Catastrophic risk governance framework design
Long-horizon futures analysis
