Unit Mission

The Resilient Land-Use & Zoning Algorithmic Task Force develops algorithmic land-use and zoning frameworks — applying spatial analysis, hazard modeling, and optimization algorithms to develop land-use plans and zoning regulations that reduce community exposure to natural hazards. The task force applies urban planning, hazard science, and computational optimization to produce the evidence-based land-use frameworks needed to guide development away from high-hazard areas and build community resilience through smart spatial planning.

Key Functions

Hazard Analysis

Conducting hazard-based land-use analysis — integrating multi-hazard risk data with land-use information to identify development patterns that increase community exposure and develop the evidence needed for risk-informed planning.

Algorithmic Zoning

Developing algorithmic zoning frameworks — applying spatial optimization to design zoning regulations that minimize hazard exposure while accommodating development needs and community growth objectives.

Planning Support

Supporting resilient land-use planning — advising planners, developers, and regulators on the land-use decisions and zoning provisions needed to reduce community vulnerability to natural hazards.
