Humanitarian Protection & Evacuation Logistics Unit

Command

Humanitarian Protection & Evacuation Logistics Unit

Integrating humanitarian protection principles into evacuation and displacement logistics operations.

Unit Mission

The Humanitarian Protection & Evacuation Logistics Unit integrates humanitarian protection principles into evacuation and displacement logistics — ensuring that protection considerations are embedded in evacuation planning, shelter operations, and displacement management to prevent exploitation, violence, and rights violations during disaster response. The unit applies humanitarian protection, gender-based violence prevention, and displacement management to design and implement protection-sensitive logistics systems that safeguard the most vulnerable populations during evacuation and displacement.

Key Functions

Protection Integration

Integrating protection into logistics operations — designing evacuation routes, shelter layouts, and distribution systems that minimize protection risks and ensure that displaced populations can access assistance safely and with dignity.

GBV Prevention

Preventing gender-based violence in displacement — implementing safe lighting, separate sanitation facilities, and community watch systems that reduce GBV risk in evacuation centers and displacement sites.

Vulnerable Population Support

Protecting vulnerable populations during displacement — identifying unaccompanied minors, separated families, and persons with specific needs, and implementing the targeted protection measures they require.
