Unit Mission

The Field Investigation & Evidence Documentation Team documents disaster scenes and investigates causes — deploying field investigators, forensic specialists, and documentation teams to collect the evidence needed for accountability, insurance claims, legal proceedings, and future disaster prevention. The team applies disaster investigation methodology, forensic documentation, and evidence management to produce authoritative records of disaster events, identify contributing factors, and develop the lessons-learned findings that improve future disaster risk reduction.

Key Functions

Scene Documentation

Documenting disaster scenes — conducting systematic photographic, video, and written documentation of disaster impacts, structural failures, and environmental damage to create the authoritative record needed for investigation and accountability.

Cause Investigation

Investigating disaster causes and contributing factors — analyzing structural failures, environmental conditions, and human factors to identify the root causes of disasters and develop the findings needed for accountability and prevention.

Evidence Management

Managing disaster investigation evidence — maintaining chain of custody, preserving physical and digital evidence, and producing the investigation reports needed for legal proceedings, insurance claims, and policy reform.
