Unit Mission
The Phase 3 Disaster Stabilization & Critical Infrastructure Transition Unit stabilizes disaster-affected areas and transitions critical infrastructure to local management — coordinating the stabilization of affected communities, managing the restoration of critical infrastructure, and planning and executing the transition of infrastructure management from Pacific 7.0 International to local authorities as recovery progresses. The unit ensures that stabilization operations build local capacity and create the conditions for sustainable recovery rather than creating long-term dependency.

Stabilization Coordination
Coordinating disaster stabilization — managing the multi-directorate effort to stabilize affected communities, restore essential services, and create the conditions for sustainable recovery.
Infrastructure Restoration
Restoring critical infrastructure — coordinating the repair and restoration of power, water, communications, and transportation infrastructure needed to support community recovery.
Infrastructure Transition
Transitioning infrastructure management — planning and executing the handoff of restored infrastructure to local authorities, building local management capacity and ensuring sustainable operation after Pacific 7.0 International's withdrawal.
